When a four-year-old girl's father dies, she sends him a letter attached to a little mermaid balloon which flies 400 miles and lands in Mermaid, a Canadian island town, where it is answered by a wonderful family.
Rhonda's husband passed away last year and the loss has been very difficult for her. However, her daughter Desi has had an even more excruciating time dealing with the trauma. Desi has become lifeless, depressed and taken to speaking in the third person. Desi believes she is to blame for her father's death.
Attempts to send Desi back to school and break her depression are made to no avail. Desi tries desperately to get in touch with her father by sending letters to him in heaven via mail, but the mailman keeps returning them. At the fair with Rhonda and Steve, a local crop duster who is trying in vain to date Rhonda and fill the fatherly void for her daughter, Desi meets a man who operates a balloon, with a Little Mermaid on it, that will carry any message she wants to heaven.
